A full application through the European Medicines Agency for a product whose active substance is already known in the EU. New fixed combinations of known substances also use this type of application, with new data on the combination. The review steps and the 210-day opinion limit are the same as for new active substances. Known substances that are a significant innovation or of EU-wide patient interest, and new fixed combinations of authorised substances.
The official review target is 210 days (regulation). Time the applicant takes to answer questions (clock stops) is not counted. Targets are not actual review times.

1. Pre-submission and eligibility; 2. Initial assessment and list of questions (120 days); 3. First clock stop: applicant answers; 4. Further assessment and list of outstanding issues (60 days); 5.
