What is wrong
RECARO NORTH AMERICA, INC. IS RECALLING CERTAIN SIGNO AND COMO CHILD RESTRAINT SYSTEMS MANUFACTURED FROM NOVEMBER 1, 2007 TO FEBRUARY 16, 2009. A MECHANICAL SPRING, LOCATED INSIDE THE LOCKING CAM, WAS MANUFACTURED OUTSIDE THE DIMENTIONAL REQUIREMENTS. THE CENTRAL FRONT ADJUSTER STRAP ON THOSE SEATS CONTAINING THE INCORRECTLY MANUFACTURED SPRING WILL SLIP WITHIN THE METAL ADJUSTER (A-LOCK) AND THIS PREVENTS THE HARNESS FROM BEING SECURELY TIGHTENED.
What can happen
IF THIS CONDITION EXISTED AND A VEHICLE CRASH OCCURRED, THE CHILD WOULD NOT BE PROPERLY SECURED IN THEIR CHILD RESTRAINT SYSTEM AND MAY SUSTAIN INJURY.

A recall means the maker found a safety problem and offers a free fix; it does not mean every unit has the problem. Units affected are as reported by the company. Popular models sell more and so have more recalls and complaints. Official public data; texts are shortened. A dealer can tell whether a single vehicle still needs the repair.
