THE VEHICLES INVOLVED ARE EQUIPPED WITH PASSENGER SEATS CONSTRUCTED WITH PADDING THAT WILL BURN AT A RATE EXCEEDING THE STANDARD LIMIT OF FOUR INCHES PER MINUTE.
